Phoebe Lindsey Barton, Ph.D., is a professor in the School of Medicine at the University of Colorado at Denver and Health Sciences Center. She is director of the Master of Science in Public Health program and teaches courses in healthcare systems and health services research. Dr. Barton has been an administrator in two state health and human services departments and was a consultant with the RAND Corporation.
